Control PMSC

The Iraqi Civil Society Solidarity Initiative (ICSSI), composed by organizations from around the globe, identified the negative impact of private military and security companies in Iraq since the occupation in 2003. In this framework, the International Institute for Nonviolent Action (NOVACT), ICSSI’s member organization, undertook in 2011 an international research on the impact of PMSC on the Human Rights of Iraq people with the participation of European and Iraqi researchers. During the research process, the team get in contact and cooperate with the UN Working Group on the Use of Mercenaries. In October 2011 the final report was presented before this group in Geneva.

Due to the threat to our Democracies and the negative impact of PMSC’s activities in Iraq and other countries, the ICSSI decided to engage in an international campaign to regulate the sector of PMSC called ControlPMSC.

Campaign Aims:

Considering the increasing privatization of warfare and security and the threat to the Rule of Law and fundamental rights and freedoms which defines democracy, the international campaign to control PMSC aims to:

  • Support a legally binding, international convention to oblige States to regulate PMSC activities
  • End private contractor impunity, and provide avenues of redress for the victims of their abuses.
  • Stop the outsourcing and delegation of inherently State functions
