Enmig de l’escalada d’atacs d’Israel contra la seva tasca, un grup de més de 150 organitzacions palestines, regionals i internacionals expresem la nostra plena solidaritat amb les 7 organitzacions palestines líders de la societat civil, Addameer Prisoner Support and Human Rights Association, Al-Haq Law in the Service of Man (Al-Haq), Bisan Center for Research and Development, Defense for Children International-Palestine (DCI-P), Health Work Committees (HWC), the Union of Agricultural Work Committees (UAWC), y the Union of Palestinian Women’s Committees (UPWC).

Durant la matinada del 18 d’agost del 2022, les forces d’ocupació israelianes (IOF) van dur a terme batudes i segellat de les portes de les oficines de set organitzacions palestines. Les IOF també van confiscar documents i equips i van destruir diferents objectes dins les oficines. A les portes de cadascuna de les organitzacions, els agents de les forces docupació van deixar ordres militars ordenant el tancament de les oficines en virtut de l’article 319 de les Regulacions dEmergència de 1945.
Aquest nou atac suposa un pas més i una continuació a la designació com a “organitzacions terroristes” emesa el passat 19 d’octubre de 2021 pel Ministre de Defensa d’Israel, Benny Gantz, contra sis organitzacions líders de la societat civil palestina sota la Llei Antiterrorista d’Israel (2016), designació estesa el 3 de novembre del 2021 mitjançant una ordre militar, amb l’objectiu d’il·legalitzar aquestes mateixes organitzacions al territori palestí ocupat de Cisjordània.
Instem la comunitat internacional a condemnar inequívocament els atacs d’Israel contra la societat civil palestina i les tàctiques per reprimir encara més la llibertat d’expressió. Els Estats han de prendre totes les mesures necessàries per donar suport i protegir les persones defensores dels drets humans palestines i garantir la continuació del seu treball invaluable i imprescindible.
Aquestes batudes i tancaments representen la darrera escalada a la campanya generalitzada d’Israel que té com a objectiu silenciar i desacreditar qualsevol persona o organització palestina que gosi exigir responsabilitats per les greus violacions dels drets humans, els crims de guerra i els crims de lesa humanitat comesos per Israel.
La “persecució d’organitzacions i persones, privant-les dels drets i les llibertats fonamentals, per oposar-se a l’apartheid” és un mètode utilitzat per Israel per mantenir la seva dominació i opressió sobre el poble palestí, que equival a la comissió d’actes d’apartheid enjudiciables en virtut de l’Estatut de Roma.
Les organitzacions segueixen exposades a un risc addicional de tancament de comptes bancaris, prohibicions de viatge i restriccions de moviment, a més d’arrest i detenció de membres del personal amb motiu de la seva tasca. Els atacs d’Israel contra aquestes organitzacions representen una amenaça existencial per a les organitzacions palestines independents de drets humans i la societat civil treballant per monitoritzar i documentar les violacions dels drets humans i oferir serveis bàsics al poble palestí.
Fem una crida a la comunitat internacional perquè exigeixi a Israel la revocació immediata de la designació d’organitzacions palestines de drets humans i de la societat civil com a “organitzacions terroristes”, la revocació de les ordres militars a través de les quals es designa les organitzacions i es tanquen les seves oficines, així com la revocació de la seva Llei Antiterrorista (2016), la qual no compleix els estàndards bàsics de drets humans.
Fem, a més, una crida a la comunitat internacional perquè prengui mesures efectives per posar fi a totes les accions que neguen a la població palestina els seus drets humans inalienables.
Finalment, fem una crida als membres de la comunitat internacional perquè continuïn el seu suport, augmentin els fons per a les organitzacions i es comprometin amb les institucions financeres per garantir la transferència de fons a les organitzacions assenyalades i atacades.
