  1. Introduction<\/span><\/b><\/li>\n<\/ol>\n

    These Terms of Reference reflect the decisions made during the design of the final evaluation proposal for the project <\/span>\u201cProtecting the protectors: youth and women leading the Human Rights Defense in Palestine.\u201d<\/span><\/b> They serve as the main reference document for the evaluation team that will be conducting the assessment.<\/span>\u00a0<\/span><\/p>\n

    The evaluation is promoted and managed by the <\/span>Institute Novact of Nonviolence:\u00a0(<\/span><\/b>NOVACT<\/span><\/b><\/a>)<\/span><\/b>, an organization working to consolidate peace in conflict zones by supporting nonviolent movements and implementing protective interventions for vulnerable communities.<\/span>\u00a0<\/span><\/p>\n

    NOVACT envisions a society rooted in human security and nonviolence, free from armed conflict and systemic violence. It promotes nonviolence as a strategy for social transformation toward a peaceful, just, and dignified world.<\/span>\u00a0<\/span><\/p>\n

    The project is implemented by NOVACT in partnership with <\/span>Palestinian Circus School (PCS)<\/span><\/b>, <\/span>Women\u2019s Center for Legal Aid and Counseling (WCLAC)<\/span><\/b>, and <\/span>Popular Struggle Coordination Committee (PSCC)<\/span><\/b>, and is funded by the <\/span>Spanish Agency for International Development Cooperation (AECID)<\/span><\/b>.<\/span>\u00a0<\/span><\/p>\n

    Project Objective<\/span><\/b>\u00a0<\/span><\/p>\n

    The initiative aims to contribute to a <\/span>just and lasting peace<\/span><\/b> in the Occupied Palestinian Territory (OPT) by strengthening the role of youth and women in defending and reclaiming human rights in vulnerable communities, including Area C and refugee camps in the West Bank including East Jerusalem.<\/span>\u00a0<\/span><\/p>\n

    The project addresses the chronic protection crisis resulting from the ongoing conflict and military occupation, the systematic violations of International Humanitarian Law and International Human Rights Law, and the lack of accountability mechanisms. A gender and human rights-based approach is applied throughout, alongside tools for nonviolent conflict transformation.<\/span>\u00a0<\/span><\/p>\n
