NOVACT seeks a consultant to develop a policy paper on peacebuilding and social cohesion in the Middle East
The consultancy will analyse the results of the Futbola Aştiyê (Football for Peace) project, implemented in Iraqi Kurdistan, North-East Syria and Jordan, to develop recommendations aimed at public policy, international cooperation and peacebuilding actors.
NOVACT is launching a call for proposals to select a consultant to develop a policy paper based on the results of the Futbola Aştiyê (Football for Peace): A League for Hope project, implemented with the support of the Catalan Agency for Development Cooperation (ACCD).
The project aims to contribute to social cohesion and the prevention of violent conflict in territories affected by the consequences of the rise and fall of Daesh, promoting a culture of peace among younger generations through sport.
The intervention focuses on adolescents and young people aged 11 to 17, with particular attention to adolescent girls and young women, as well as other traditionally excluded groups, including refugees, internally displaced people, rural and peri-urban populations, and ethnic or religious minorities.
A policy paper to systematise lessons learned and inform public policy
The consultancy will be responsible for systematising the evidence, good practices and lessons learned generated throughout the implementation of the project through its Monitoring, Evaluation and Learning (MEL) system.
The objective is to translate these findings into practical recommendations for public administrations, international cooperation actors and peacebuilding practitioners, particularly in conflict-affected contexts.
The paper will draw, among other sources, on the analysis of indicators related to social cohesion, gender justice and conflict prevention, and will contribute to strengthening the transferability, scalability and sustainability of the Football for Peace model.
Main tasks
The selected consultant will work in close coordination with NOVACT’s technical team and the project partners: DOZ, Un Ponte Per and IDare.
Tasks include analysing quantitative and qualitative data generated by the project, preparing inputs for an expert consultation session, and incorporating feedback from local teams and committees in Iraqi Kurdistan, North-East Syria and Jordan.
The final deliverable will be a policy paper in English with a maximum length of 17 pages.
Profile and conditions
NOVACT is seeking a consultant with demonstrated experience in peacebuilding, conflict analysis or international cooperation, as well as experience in drafting analytical documents aimed at policy influence.
Applicants should also have knowledge of monitoring and evaluation methodologies, strong analytical and writing skills in English, and proficiency in Arabic. Previous experience in Middle Eastern contexts will be considered an asset.
The maximum budget available for this consultancy is €1,500, taxes included. Preference will be given to remote proposals and candidates based in North-East Syria or Iraqi Kurdistan. Travel and accommodation expenses will not be covered.
