NOVACT is looking for a consultant to develop a public policy report on youth and peace
We are launching a call to select a consultant or consulting team to develop a public policy recommendations report based on a participatory process with young people in Spain, within the framework of the United Nations’ New Agenda for Peace.
This consultancy is part of the project “Sí a la Paz”, funded by the Spanish Agency for International Development Cooperation (AECID) and implemented together with Movimiento por la Paz (MPDL). The project promotes a culture of peace through a gender and human rights-based approach, working with young people aged 12 to 25, particularly those at risk of social exclusion.
In this context, a participatory process is underway to gather young people’s perspectives on the New Agenda for Peace. Through deliberative workshops across different regions, the aim is to explore how far this agenda reflects their interests, needs and expectations.
Turning insights into policy recommendations
The selected consultant or team will be responsible for producing a public policy recommendations report that translates these contributions into concrete measures at both national and regional levels.
The report will focus on three main areas: environment and climate change, gender, and peace.
It will also integrate a gender, intersectional and human rights-based approach, and highlight the role of young people —especially young women— as key actors in peacebuilding.
Methodology and scope
The work will combine desk research, participation in a workshop in Barcelona, interviews with institutional stakeholders, and a drafting and validation process carried out with the NOVACT team.
The final report will be at least 20 pages long and will include contributions from young people in different regions, including Extremadura, Madrid, Cantabria and Valencia.
Profile and conditions
NOVACT is looking for a consultant or team with experience in public policy analysis, strategic reporting, and work related to youth, peacebuilding, and gender and human rights approaches. The consultancy includes in-person participation in a workshop in Barcelona, so availability to travel is required.
The contract will last approximately 9 weeks (May–July 2026), with a maximum budget of €3,500.
