Call for External Evaluator – “Football for Peace: A League for Hope”

The Terms of Reference for the final evaluation of the project “Football for Peace: A League for Hope. Promoting social cohesion and peace building in Iraqi Kurdistan, North East Syria and Jordan” are now published. The evaluation is embedded in a participatory Monitoring, Evaluation and Learning (MEL) system focused on violent conflict prevention, social cohesion, gender justice and climate justice in the intervention areas.

Scope and methodology

The assessment combines quantitative and qualitative methods (surveys, pre/post tests, participatory workshops, interviews, conflict analysis) and aligns with OECD DAC and ACCD criteria. It will generate a participatory MEL system, a baseline report and a final evaluation report with lessons for replication and scaling.

Evaluation phases and timeline

Key milestones include: Inception report (10/11/2025), MEL Plan, Baseline report (15/12/2025), Preliminary report (31/03/2026), field work after project finalization, and two devolutions of the final evaluation up to 3 months after project finalization.

Profile of the evaluation team

Lead evaluator with ≥3 years’ experience in evaluations of peacebuilding, conflict transformation and social cohesion; strong mixed-methods expertise; contextual knowledge of NES, KRI and Jordan; and application of gender- and rights-based approaches. Team composition should cover cross-cutting issues and promote low-impact travel where possible.

Contracting conditions

  • Scope: Final evaluation of “Football for Peace: A League for Hope,” within a participatory MEL system covering social cohesion, culture of peace and conflict prevention capacity.
  • Timeframe: During project implementation since June 2025 until three months after the end of the project (30/06/2026); specific phase deadlines as listed above.
  • Geography: Iraq, Iraqi Kurdistan, Syria, Jordan and Catalonia.
  • Minimum fieldwork requirements: At least 50% of activities outside Catalonia; fieldwork directly in NES; interviews with NOVACT, La Caserna, Barça Foundation, CNCV, UPP, I Dare and DOZ; ≥6 stakeholder interviews (2 per location); ≥7 focus groups with youth, families/guardians and academy facilitators (3 NES, 3 KRI, 1 Jordan).
  • Evaluation principles: Anonymity and confidentiality; responsibility; integrity; respect; impartiality.
  • Selection criteria: Methodology 60%; Experience 40% (as per evaluation principles).
  • Budget: €12,500 total (all taxes included).
  • Copyright and dissemination: All copyrights held by the contracting entity; ACCD may reproduce, distribute or publicly communicate the evaluation report when required for administrative procedures, and with prior authorization when required for other reasons.
