The Novact Institute for Nonviolence presents the report “A New Agenda for Peace in Northeast Syria in the Post-Assad Era”, which includes a strategic conflict analysis aimed at strengthening democratic governance, community resilience, and civil resistance.

This report provides a strategic analysis of the conflict in Northeast Syria with the objective of identifying the actors involved, the dynamics of the conflict, and the opportunities to build peace and community resilience in the region.

Based on this analysis, the report incorporates the principles and recommendations of the United Nations’ New Agenda for Peace, in order to articulate a specific Agenda for Peace in Northeast Syria in the Post-Assad Era. This agenda seeks to prevent the escalation of violence and the worsening of the humanitarian crisis, while creating the necessary conditions for democratic development in Northeast Syria and advancing a political transition in Syria as a whole.

The report is based on fieldwork conducted between November 24, 2024, and January 6, 2025, including direct observation of the situation and interviews with more than 70 political and social actors in the cities of Amuda, Qamishli, Hasakah, Kobane, Raqqa, and Tirbespiyê.

This publication:

  1. studies the humanitarian impacts and manifestations of direct violence;

  2. examines the dynamics driving violence and social division among ethnic, religious, and ideological communities;

  3. analyzes the factors that contribute to peace and regional stability through community resilience and nonviolent civil resistance; and

  4. develops a roadmap that combines peacebuilding strategies with the strengthening of resilience and civil resistance, supports democratic governance in Northeast Syria alongside sustainable development, and addresses the humanitarian crisis in line with human security needs.
