The moment is now

This is a pivotal moment in which the world is waking up. Every day, more people choose to break the silence and speak out against the genocide in Gaza, acknowledging that only collective efforts and action can bring Israel’s impunity to an end and support Palestinian liberation.

In the face of massive killing, unlawful occupation, starvation, forced displacement and apartheid, we must act to pressure those who, through their complicity, allow inhumanity to prevail and spread.

The undersigned organisations call on social movements, grassroots collectives, trade unions, NGOs, community organisations, artistic groups, academic institutions, cultural workers, foundations, and all people of conscience across Europe — to defend the fundamental human rights and to join forces to halt the European Union states military complicity in the ongoing genocide in Gaza and other international crimes committed against the Palestinian people in various geographies.

We can no longer stand by as our governments supply weapons and military technology that are being used to perpetrate a genocide. The time for statements and symbolic gestures is over. We, civil society, do have the power to make a difference. We can collectively do much more.

On 14 and 15 November 2025, we, as a collective fighting for justice for the Palestinian people, will convene in Barcelona to launch a campaign that intends to have both historical significance and immediate impact, compelling European states and the European Union to:

1. Apply comprehensive sanctions and impose a full military supply and arms embargo on Israel. Measures must include preventing the provision or transfer of arms to Israel, preventing the transit, docking, and servicing of vessels at any port where there is a clear risk of the vessel being used to carry arms to Israel.

2. Reinstate anti-apartheid measures and end complicity in Israel’s unlawful occupation by reviewing all public contracts to ensure that public institutions and funds are not used to sustain it. Fulfill international legal obligations by upholding accountability for crimes and supporting universal jurisdiction arrest mandates.

3. Demand a UN Mandated international protection presence to the West Bank and Gaza Strip to protect Palestinians, maintain and protect humanitarian access.

We call on states, civil society, and grassroots groups to work toward imposing a full arms embargo on Israel, ending all economic ties with its unlawful presence in the occupied Palestinian territory, and halting any trade that sustains Israel’s unlawful and criminal activities. We must act to end the occupation, dismantle Israel’s settler-colonial apartheid regime, and collectively increase pressure to stop the genocide and allow humanitarian aid delivery into Gaza. The Palestinian people need protection, and we have a responsibility to make their voices heard, amplify them, and work toward their collective self-determination, the return of Palestinian refugees, and justice.

We invite not only those on the front lines against injustice, but also those who are tired of being paralysed by pain and powerlessness, to rise together. Let us reclaim the collective strength and spirit of peoples in the Mediterranean region and stand up against one of the greatest injustices we have witnessed in our recent history.

This is a call to action.

This is an appeal to stop wondering how all this can be happening and to ACTX Palestine.
